English Councils Intend to Sell Off Community Hubs and Leisure Facilities to Manage Finances

According to a latest study of municipal councils, English councils are planning to sell social clubs, sports centres, and retail spaces as they rely on a rapid disposal of properties to balance the books.

Growing Financial Challenges Prompt Asset Sales

The Key Cities Group for major urban areas in the UK reported that 60% of local authorities are intending to sell assets to cover the rising costs of adult and children’s social care.

Local governments have previously faced criticism for selling public land and land to shore up their budgets, but they argue they must continue to generate essential revenue from asset sales or declare themselves bankrupt.

The group noted that a significant number of councils seeking to generate funds from a fire sale of holdings represented “a distinct shift from 2024, when the largest share (six in ten) of local leaders stated they would prioritise service redesigns and utilising financial reserves to weather increasing financial challenges.”

Specific Examples of Planned Sales

One local authority in Kent said its property management strategy included the sale of a shopping centre in Rainham and a social club in Rochester to raise 20 million pounds over five years.

  • A local golf course and business parks held in Worcestershire and Suffolk, which all provide rental income for Medway council, will also be disposed of under the strategy.

Local Levy Increases and Wider Financial Strains

This research of councils in the coalition, which includes several urban centers, further found that over seven in ten of authorities will have to increase council taxes next spring to cover the rising cost of core provisions, higher levels of homelessness, and a persistent accommodation deficit.

The authority explained it will proceed with property disposals after steep rises in the cost of children services, special educational needs and disability (Send) provision, adult social care, and short-term housing.

“We are adopting innovative approaches but some of these take time to achieve both improved services and financial savings,” said a council leader.

He continued: “We face demographic pressures which will continue to increase the strains we have. As a local government body, we had a 91% cut in our revenue support grant from 2010-24, which is very challenging.”

Countrywide Patterns and Projections

A survey of regional authorities recently also found council budgets being strained by the growing number of children and older individuals requiring special educational assistance.

The County Councils Network said that local shortfalls will reach £4.4bn a year by the end of the decade, as they struggle to cope with increased demand.

Ministers have delayed scheduled changes to the special educational needs framework until next year after a white paper outlining those changes was recently delayed.

Disadvantage and Financial Shortfalls

According to the latest indices of deprivation (the Index of Multiple Deprivation) covering English councils, several key cities members were among the most deprived in England.

  • “Participating urban centers like several major towns rank in the most deprived 30 nationally under the 2025 IMD measures,” noted the study.

“Although only one key city is in the top 10 for disadvantaged communities countrywide, urban areas are much more prone to be in the most deprived fifth of the nation. The data underscores the extent of challenges facing local leaders across major urban centers in the next twelve months,” the report concluded.

“Local government leaders have been clear about the need for a equitable and lasting financial structure that accounts for and addresses the real levels of disadvantage and demand,” stated Michael Mordey.

“Lacking this, councils will continue to face impossible choices around which vital provisions to fund, and which to cut, to the disadvantage of their residents.”

One in five of local authorities have reduced or weakened care services in the last year, the survey revealed.
