Europe breathed a deep collective sigh of relief on Monday, as the crisis sparked by the introduction of a new comprehensive peace framework for achieving ceasefire appeared – momentarily – to have been contained. A senior US official spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its response: another massive barrage of rocket attacks on Kyiv.
The Pattern of Negotiation and Warfare
The sequence of conflicting incidents captured the harsh reality of the recent timeframe. By day, diplomatic battles are fought: positive announcements are released from multiple capitals. Immense energy is allocated on containing certain initiatives. By night, Russian leadership clearly shows the world that, for them, conflict continues to be the main instrument for achieving "resolution".
Nighttime Reality
As military strikes progressed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was laid bare. Ukraine is capable of detecting projectile deployments from Russian territory, a ability enabled by current data. From vantage locations, military aircraft that had been dispatched to intercept incoming cruise missiles streaked across the sky – sophisticated military planes delivered to Ukraine by European allies.
Moments later, Kyiv's air-defence systems thundered: defensive missiles targeted at a hostile projectile. This was a sophisticated defense system at work, probably supplied through Western nations. Every firing creates sudden vibrations, shaking the windows. The instant of fear quickly transforms into resigned acknowledgment: possibly the hostile projectile won't strike its target this time, sparing the city from ruin and further power outages.
Ongoing Risks
Not long after, a heavy machine gun opened up on a unmanned aircraft close by, part of a rapid response unit – probably imported technology. Regrettably, the projectiles didn't strike the opposing UAV – it maintained course toward its destination.
Intermittently, this carried on until dawn. Kyiv awoke to the morning news: multiple fatalities, destruction and utility failures in multiple buildings as a result of the nocturnal offensive. As always, everyone still maintained normal activities – living the war. But those 24 hours demonstrated Ukraine's critical military reliance on international aid – a reliance that European nations are evidently unprepared to substitute in the near term.
Failed Diplomacy
The detailed framework from Washington sparked intense emotion, debate and profound anxiety – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and multilateral gatherings.
Every new proposal from American administration follows the consistent cycle: a negotiation push against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They manage the tension but never actually achieve victory. This trend will, certainly, endure.
Tactical Assessments
It is convenient to criticize specific actors of consistently pushing Moscow's conditions. But that does not seem to be the entire situation. American leadership operates on a principle understood by seasoned negotiators: you cannot secure via talks what you have lost on the battlefield. The US administration presumes that it is impossible to pressure the Kremlin to relinquish the land that it currently occupies in Ukraine's south or east.
The issue is that while recognising this factual reality, Washington does nothing to deter Moscow, through statements or actions, from believing that the status quo will not change more in its favour in the near future.
Opposing Positions
Therefore, the Kremlin is certain that time is on his side – that Ukraine and its allies are approaching exhaustion. Their motivation to accept conditions that does not give them the greatest potential benefit is almost completely absent. There may be many attempts to achieve ceasefire, but they will persist as long as Russia's leadership remains completely certain in the result.
On the contrary, Kyiv believes that Ukraine can still endure, slowly losing civilians and areas but avoiding a complete military breakdown until conditions improve in its benefit.
Current Realities
Realistically, there are no actual prerequisites for a ceasefire. Now, individual motivations are coming into play: personal goals to broker a ceasefire and secure international recognition, and the government's double obstacles – on one hand, not to distance important partners, and on the other, to unite the population around the country's interests against any proposal Kyiv finds unworkable, so that their attention does not shift toward domestic problems. And although their task will now be considerably more difficult after recent developments, it remains quite doubtful that this will alter their fundamental strategy.
These two forces are influencing discussions.
Conclusion and Outlook
It took a only one week to terminate the proposed articles of the current initiative. Assertive and inconsistent approach of the matter by Washington, opposition by Ukraine and the other European countries, along with soothing efforts of diplomats, and finally, recent disclosures, all achieved their purpose.
While new initiatives based on established approaches are imminent, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are based on Russian demands and show specific hesitation to modify developments, if they stand together and enhance their military capacity at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the predictable period, primarily depend on sustained allied backing.
